Here, they use the word “seize” but they don’t make any clarification about whether the defendant willingly surrendered his private keys, they only say they “zeroed in on the wallet”

If the address owner did not have the seed phrase written down anywhere or it was hidden extremely well, then the only way to get access would be to volunteer that information.
The article said that a hacker was able to gain access to the currency, which leads me to believe that the private key/seed phrase was stored on a drive.
Moral of the story: don’t store your private key or seed phrase on a computer.
