Only one thing seems to me not being right. I think EOS is not totally permisionless because adding to blockchain can do only few voted nodes. I believe there is 21 selected (by community voted) nodes which can verify transactions and add them to EOS blockchain. So only few selected/authenticated nodes are able to add transactions to blockchain.
