Tracking Governance participation

I asked Ivan last stream about tracking governance protocol participation (thanks @ivan for not ending the stream before answering!) . So far, there is no tool I am aware of to perform such a check.

I am running a full ETH node (geth) and am learning how to directly call the chain via console.

Is there a command that can call for which addresses hold a specific coin?

I would like to have a webpage that tracks this participation on applicable governance based tokens.

Does voting occur via smart contract? How can this be metered on chain?

I have looked all through the geth docs. This will require understanding the goverance implemented on the smart contract. Sure, it would be using geth, but that wasn’t my question.
